Understanding cables

(SBU) PolOff on March 16 delivered reftel demarche and points 
urging nations to join the United States in rejecting and 
condemning Russia's decision to recognize South Ossetia and 
Abkhazia as independent states to Mohammed Ensour, in the 
Foreign Minister's Private Office.  Ensour offered no 
substantive response but promised to convey the message to 
the European Department.  Post will follow up and report any 
substantive response.
