Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) On January 14, poloff delivered reftel demarche to Dr. 
Vartuhi Asaturian, Counselor of the Department for Arms 
Control and International Security of the Armenian MFA and to 
Arakel Meliksetyan, Deputy Head of the Financial Monitoring 
Center (FMC) of the Central Bank of Armenia.  On February 10, 
post received an interim response from Asaturian's 
replacement George Kocharian, that the ministry would take 
the recommendations into consideration.
