Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). General for International Organizations (IO A/S equivalent) 
Eviatar Manor February 27.  Manor expressed appreciation for 
the U.S. decision not to continue to participate in the 
Durban Review Conference based on the current draft outcome 
text. 
 
2.  Regarding our decision to participate as an active 
observer in the upcoming Human Rights Council session, Manor 
said Israel's recommendation is that the U.S. wait to 
announce a decision to run for a seat on the Council until it 
is clear that the Council is reforming.
