SUMMARY:  U.S. Mission Geneva is authorized to prepare a 
letter to the Office of the United Nations High Commissioner 
for Refugees confirming the decision of the Acting Assistant 
Secretary of the Bureau of Population, Refugees, and 
Migration to provide $90,000,000 to the United Nations High 
Commissioner for Refugees in support of its activities as 
outlined in the 2009 UN Consolidated Appeal for Iraq and the 
Region.  End Summary 
 
1.  Text of letter follows: 
 
I have the honor to confirm the United States Government's 
contribution of $90,000,000 to the United Nations High 
Commissioner for Refugees (UNHCR) in support of its 
activities as outlined in the 2009 UN Consolidated Appeal for 
Iraq and the Region. 
 
Consistent with numerous United Nations Security Council 
resolutions, including S/RES/1269 (1999), S/RES/1368 (2001), 
and S/RES/1373 (2001), both DOS and the Recipient are firmly 
committed to the international fight against terrorism, and 
in particular, against the financing of terrorism.  It is the 
policy of DOS to seek to ensure that none of its funds are 
used, directly or indirectly, to provide support to 
individuals or entities associated with terrorism.  In 
accordance with this policy, the Recipient undertakes to use 
reasonable efforts to ensure that none of the DOS funds 
provided under this award are used to provide support to 
individuals or entities associated with terrorism. 
 
This contribution is guided by our full expectation of 
continued commitment by UNHCR staff at all levels of the 
organization to the structural and management change reform 
process and results-based management efforts which are 
absolutely essential for the efficiency and effectiveness of 
UNHCR's operations as well as the organization's long-term 
sustainability.  Ensuring that UNHCR continues to move 
forward on these efforts will be a key priority for the 
United States Government in 2009. 
 
This contribution is provided by the United States Department 
of State's Bureau of Population, Refugees, and Migration and 
is subject to the restrictions and requirements of the 
enclosed Amendment to Federal Assistance Award (DS-1909A). 
 
Please indicate your acceptance of this contribution by 
signing the enclosed Form DS-1909A with attachments.  Please 
return one original of the signed form with attachments to 
the United States Mission, Geneva and retain the other copy 
for your records.  End of text. 
 
2.  U.S. Mission Geneva is requested to prepare the letter in 
two originals together with an enclosure identifying the 
appropriate fiscal data to be used by UNHCR when requesting 
payment of funds under agreement SPRMCO09VC000.  The draft of 
the letter together with the signed enclosure is being sent 
to U.S. Mission Geneva by the PRM Comptroller by electronic 
mail. 
 
3.  U.S. Mission Geneva is requested to e-mail a scanned copy 
of the cover letter, countersigned Amendment to Federal 
Assistance Award DS-1909A, and enclosures to the 
Comptroller's Office at (202) 663-3548 as soon as possible. 
 
4.  Payment of the contribution will be authorized only after 
receipt of the entire original countersigned award document 
with cover letter.  In order to ensure that funds are 
available for payment when needed, U.S. Mission Geneva is 
requested to immediately forward the original and one copy of 
the entire countersigned award document and cover letter to 
the Bureau's Office of the Comptroller.
