Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. This is an Action Request.  See paragraphs 2-4. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) 
requests Post's assistance in conducting a post-shipment 
end-use check on 
license number 050020258 for the export of defense hardware 
to the United 
Arab Emirates (U.A.E.). Post is requested to complete this 
Blue Lantern 
inquiry within 45 days.  Lack of response to a Blue Lantern 
inquiry will 
affect pending and future licenses involving parties to this 
license. 
 
3. Reason for Request: Concerns that the shipment may have 
been diverted 
to a proscribed entity. 
 
4. Action Abu Dhabi: Department requests that Post make 
inquiries to 
determine whether or not the U.A.E. Air Force received the
