Understanding cables

1.  (SBU) Boujemaa Zenzouni, Chief of Cooperation of Morocco's 
Centre National de l'Energie, des Sciences et des Techniques 
Nucleaires (CNESTEN), confirmed to EconOff that CNESTEN is 
well advanced in its planning to co-host, with DOE/NNSA, the 
planned March 30- April 2 seminar on "Human Resources for 
Civil Nuclear Power: Developing a National Strategy." 
CNESTEN, as the organizer of the conference, will be 
represented by more than one person.  Mme. Zidi, responsible 
for Nuclear Affairs in the Cabinet of the Minister of Energy, 
Mines, Water, and the Environment Amina Benkhadra, told 
Econoff on February 9 that Abdellaziz Hadjani, Head of the 
Service of Nuclear Applications and Safety, will represent 
the Ministry of Energy at this seminar. 
 
2.  (SBU) Reftel requested transmittal of names of host country 
participants by February 12.  Mohamed Benbouida, Focal Point 
for U.S. Cooperation of the Direction of Technology at the 
Ministry of National Education, Higher Education, Training, 
and Scientific Research, told Econoff on February 10 that the 
Ministry of Education has not yet selected a participant, but 
would send a representative.  However, he elaborated, the 
Ministry of Education is coordinating directly with CNESTEN 
on the details of the participation, and does not expect that 
a late response would prohibit participation.
