1.  (SBU)  Summary.  The Embassy received a diplomatic note 
from the Panamanian MFA on January 30 asking about the "legal 
condition" in the U.S. of the victims of Operation Just Cause 
in 1989 and whether there are legal processes, administrative 
or judicial related to the "civil victims." The note states 
that this information is being sought at the request of the 
legal representative of those victims, Cinthya Patino

      The Ministry of Foreign Relations of the Republic of 
Panama - Directorate General of Legal Affairs and Treaties - 
presents its compliments to the honorable Embassy of the 
United States of America and would like to request 
information on the legal condition in your country, of the 
victims of the December 20, 1989 U.S. military intervention. 
 
      The Ministry of Foreign Relations of the Republic of 
Panama - Directorate General of Legal Affairs and Treaties - 
informs the Embassy that this request is to reply to attorney 
Cinthya Patino Martinez, legal representative of those 
victims, who would like to know about the legal situation of 
those persons in U.S. jurisdiction. 
 
      Likewise, it would like to know if there are legal 
processes, whether administrative or judicial related to 
civil victims of those events, in U.S. jurisdiction and the 
situation of each one of them. 
 
      The Ministry of Foreign Relations of the Republic of 
Panama - Directorate General of Legal Affairs and Treaties - 
takes this occasion to reiterate to the honorable Embassy of 
the United States of America the Assurances of its highest 
consideration.
