Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). ΒΆ1. (SBU) On February 10, Department of Foreign Affairs and 
International Trade Senior Advisor for Non-proliferation and 
Disarmament Dr. Thomas Gillon expressed appreciation for the 
U.S. reply to Canadian demarches from October and December 
2008 (reftel).  During a follow up discussion on February 11, 
Gillon remarked that reftel text had been "very well 
received" in Ottawa and had led to a useful subsequent 
discussion with his expert counterparts in Washington.
