Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a Post-shipment verification to determine the 
legitimacy and reliability of the end-user, Filur Electronic Ltd., 
Kiev, Ukraine. The company is listed on BIS license application: NLR 
as the ultimate consignee of thirty (30) integrated circuits, 16 
lead, 3X3 and amplifiers, ten (10) GAAS PHEMT MMIC power amplifier 9 
Q 11 GHZ, twenty-five (25) I.C. digital attenuator electronic 
integrated circuit: n/unmounted, and twenty (20) I.C. DIV8 prescaler 
electronic integrated circuit: n/unmounted, electronic devices and 
components.  ECCN: 3A001.  These items are controlled for national 
security (NA), missile technology (MT), nuclear non-proliferation 
(NP) and anti-terrorism reasons (AT).  The exporter is Hittite 
Microwave Corporation, 20 Alpha Road, Chelmsford, MA  01824. 
 
3. On January 30, 2009, Export Control Attach Peter Liston and LES 
Yuriy Prikhodko conducted the requested post-shipment verification 
with Filur Electronic Ltd, 2A M Krivonosa Street, R 700, Kiev, 
Ukraine.  The export control team met with Sergey Palatny, General 
Director. 
 
4. Filur Electronic Ltd was founded in 1993 as a distributor of 
electronic components.  Filur has 20 employees.  FilurQs first 
international contract was with Philips Corporation.  Filur started 
importing dual-use electronic components in 1995.  Filur has 
imported licensable electronic components from Honeywell Sensor 
Controls, Siemens (under license from Germany), and Hittite 
Microwave.  Filur has been offered military contact work but has 
never imported components for them. 
 
5. According to Sergey Palatny, the reftel commodities were imported 
for sale on the local market only.  The commodities are consistent 
with the subject business.  There are no indications of impropriety 
and the consigneeQs answers were not evasive. 
 
6. Recommendations: Post recommends Filur Electronic Ltd., Kiev, 
Ukraine as reliable recipients of sensitive U.S. origin commodities.
