Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a Post-shipment verification to determine the 
legitimacy and reliability of the end-user, Link Express, Kiev, 
Ukraine. The company is listed on BIS license application: NLR as 
the ultimate consignee of fifty (50) I.C. DIV 2 prescaler, DC, 
electronic integrated circuit: n/unmounted, and other mixed signals. 
 Fifty (50) I.C., SMT double-balanced mixers, electronic integrated 
circuit: n/unmounted and other mixed signals.  One hundred (100) 
I.C., MSOP8 SMT mixers, electronic integrated circuit: n/unmounted, 
and other mixed signals.  One hundred (100) I.C., DIV 4 prescaler 
DC, electronic integrated circuit: n/unmounted, and other mixed 
signals.  One hundred (100) I.C., SMT double-balanced mixers, 
electronic integrated circuit: n/unmounted, and other mixed signals. 
Three hundred (300) I.C., MSOP switches and electronic integrated 
circuit and other mixed signals.  Thirty (30) integrated circuit 24

3. On January 30, 2009, Export Control Attach Peter Liston and LES 
Yuriy Prikhodko conducted the requested post-shipment verification 
with Link Express, Polevaya Street 21, Office 305, Kiev, Ukraine. 
The export control team met with Yurily Petrushevsky, General 
Director. 
 
4. Link Express was founded in 1999 as a privately held Limited 
Liability Corporation.  Link Express is involved in radio, 
television and satellite system installation.  Link Express has 25 
employees and is certified by the National Manufacture of 
Sub-Stations in Kiev, Ukraine.  Link Express was considered the 5th 
channel during the Orange Revolution in Ukraine when they were the 
only television station to broadcast the events outside of the 
Ukraine. 
 
5. Yurily Petrushevsky, General Director, advised the export control 
team that the commodities in reftel will be used to produce 
amplifiers and other components for satellite systems.  Petrushevsky 
gave the export control team a tour of his laboratory and production 
facility where the amplifiers are produced and tested. 
 
6. The export control team determined that the reftel commodity is 
being used for the end-use for which it was licensed.  There are no 
indications of impropriety and the consigneeQs answers were not 
evasive. 
 
7. Recommendations: Post recommends Link Express, Kiev, Ukraine as 
reliable recipients of sensitive U.S. origin commodities.
