Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a Post-shipment verification to determine the 
legitimacy and reliability of the end-user, Lekis, Kiev, Ukraine. 
The company is listed on BIS license application: NLR as the 
ultimate consignee of fifty (50) GAAS PHEMT MMIC LNA, 7-12 GHZ 
amplifiers, twenty (20) integrated circuits, amplifiers, thirty (30) 
GAAS MMIC PHEMT LNA 6-20 GHZ, thirty (30) integrated circuits, 
twenty (20) I.C. DC-2.5 GHZ VSP8T QSOP24 SMY PKG, electronic 
integrated circuit: n/unmounted and other mixed signals, ten (10) 
GAAS PHEMT LNA, 2-4 GHZ electronic integrated circuit: n/unmounted 
signals, ten (10) SMT PHEMT LNA, 2-4 GHZ electronic integrated 
circuit: n/unmounted mixed signals, twenty (20) integrated circuit: 
n/unmounted mixed signals, thirty (30) 9.91-9.9 GHZ VCO with RF/2 
electronic integrated circuit: n/unmounted and other mixed signals. 
ECCN is not given.  The exporter is Hittite Microwave Corporation, 
20 Alpha Road, Chelmsford, MA  01824. 
 
3. On January 28, 2009, Export Control Attach Peter Liston and LES 
Yuriy Prikhodko conducted the requested post-shipment verification 
with Lekis, 8 Lepse Av, Kiev, Ukraine. The export control team met 
with Boris Cherniy, General Director, at the office of the Foreign 
Commercial Service, Kiev, Ukraine. 
 
4. Boris Cherniy, General Director of Lekis advised the export 
control team that Lekis was founded in 1999 as a high tech company 
involved in microwave technology.  Lekis has 10 full time employees 
on the payroll and hires additional contract engineers depending on 
contract work.  Cherniy stated that Lekis is a privately held 
company with offices located within the Laboratory of Electronic 
Components and Subsystems, a large research center that is part of 
the Ukraine defense sector. 
 
5. Cherniy stated that Lekis places microwave technology in 
subsystems to include transmitters, diode generators, synchronized 
frequency generators, amplifiers and broadband for mobile 
technology.  Cherniy stated that Lekis has received government 
contracts and has produced components for the Ministry of 
Transportation that measures speed and friction for the locomotive 
industry.  Lekis has also been contracted by the National Space 
Agency to better convert data received from satellite 
transmissions. 
 
6. Lekis appears to have the technological and commercial 
sophistication required for use of the reftel commodity.  They also 
have a legitimate need and a legitimate end use of subject 
commodity. 
 
7. The export control team was unable to visit the office location 
of Lekis because of its location within a secure government facility 
with restricted access. 
 
8. Recommendations: Post recommends Lekis, Kiev, Ukraine as reliable 
recipients of sensitive U.S. origin commodities.
