Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftels requested Post-shipment verifications to determine the 
legitimacy and reliability of the end-user, Automated Control 
Systems, Shosse Entuziatov 64, Moscow, Russia. The company is listed 
on three (3) BIS license applications, all NLR: as the ultimate 
consignee of (reftel 7191) one electronic computer, assemblies and 
related equipment.  (reftel 0160) One ADP machine part and 
electronic devices and components.  Two ADP machine parts and 
electronic devices and components, and three ADP machine parts, 
electronic computers, assemblies and related equipment.  (reftel 
7193) One ADP machine part and electronic computer assemblies and 
related equipment.  Two ADP plug-in board and electronic devices and 
components, and three Labview Pro software for windows and four ADP 
plug-in board GPIB-USB-HS control or adapter unit for ADP machines. 
These items are controlled for anti-terrorism reasons under ECCN 
3A992, 4A994. The licensee is National Instruments, 11500 N Mopac 
Exp., Austin, TX 78759. 
 
3. On February 2, 2009, Export Control Attach Peter Liston and LES 
Natalya Shipitsina conducted the requested post-shipment 
verifications with Automated Control Systems, Shosse Entuziatov 64, 
Moscow, Russia The export control team met with Sergey Krasnishov, 
Director. 
 
4. Automated Control Systems was founded in 1997 as a power 
energy/test measurement and equipment company.  Automated Control 
Systems has 10 employees, including administrative staff, engineers 
and lab technicians.  Automated Control Systems is involved in 
industrial automation projects with Russian power line companies 
being their main customers. The equipment that Automation Control 
Systems has purchased from National Instruments has been used to 
measure current, voltage and power line stability.  Automated 
Control Systems has already installed 13 units of National 
Instruments technology at the Russian energy company Electrozavod. 
 
5. Some of the commodities in subject reftels have been placed into 
Automated Control Systems components and installed at local Russian 
energy companies.  The export control team was able to see several 
Automated Control Systems components in the process of being 
constructed that contained National Instruments parts.  The export 
control team obtained the serial numbers of two such components that 
are from the subject reftels, V08X04DDE and 1372853. 
 
6.  The export control team found no inconsistencies or evasiveness 
on the part of Sergey Krasnikov.  The reftel commodities are 
consistent with the operations of Automated Control Systems, which 
has a long history of doing business with National Instruments of 
Austin, TX. 
 
7. Recommendations: Post recommends Automated Control Systems, 
Moscow, Russia as a reliable recipient of sensitive U.S. origin 
commodities.
