1. (SBU) On February 25, Econoff delivered a Spanish-language 
translation of reftel letter from National Marine Fisheries 
Service (NMFS) Acting Assistant Administrator James Balsiger 
to Steadman Fagoth, Executive Director of the Nicaraguan 
Institute of Fishing (INPESCA).  INPESCA is the fisheries 
management agency for the Government of Nicaragua.
