Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (SBU) Post delivered the reftel demarche to the 
Ukrainian Ministry of Foreign Affairs, the Ministry of 
Agricultural Policy, and the Ministry of Environmental 
Protection (MEP), regarding the Mexico City meeting of the 
Group of Friends of the Co-Chairs Concerning Liability and 
Redress in the context of the Cartagena Protocol on 
Biosafety, to take place on February 23-27.  MEP is the 
body responsible for oversight and implementation of the 
Cartagena Protocol on Biosafety. 
 
2.  (SBU) According to Serhiy Hubar, Deputy Head of the 
MEP's Environmental Safety Department and the lead GOU 
official on Cartagena Protocol issues, the GOU had not been 
aware of the planned Mexico City meeting.  GOU 
representatives will not attend the session or prepare any 
comments or position papers for the meeting.
