Understanding cables
Every cable message consists of three parts:

We delivered points in reftel to Arab League Secretariat 
Chief of Staff Hisham Yousef February 2.  Yousef said that 
the Arab League Secretariat accepts the invitation to join 
the Contact Group on Piracy.   Yousef said that he will serve 
as the Arab League point of contact until a permanent one is 
determined.
