Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) The Ambassador shared reftel points on the review of U.S. 
policy in Iraq with MFA Political Director Borislav Stefanovic on 
February 27.  Stefanovic welcomed the information and indicated that 
Serbia would view positively U.S. efforts to draw down troop levels 
in Iraq while maintaining stability.
