Understanding cables
Every cable message consists of three parts:

ΒΆ1. MFA Department Head for NATO Policy Gulhan Ulutekin 
confirmed on January 31 that the Council of Ministers decree 
has been published in the official gazette declaring Turkey's 
ratification of the protocols for Albania and Croatia's NATO 
accession.  According to Ulutekin, the only remaining step is 
for the MFA to deposit the instruments of ratification with 
the Department of State.  She expected this step to be 
completed in the first half of February.
