Understanding cables

It was with great emotion that I learned the sad news of the 
airline disaster that took place at Clarence Center in the 
suburbs of Buffalo (State of New York), causing the death of 
49 persons. 
 
On this sorrowful occasion, the Ivoirian people and 
government join me in expressing to Your Excellency, the 
American people and the bereaved families our deepest 
sympathy and our heartfelt condolences.
