Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. (U) Dutch Ambassador Onno Elderenbosch and Poloff 
delivered reftel demarche to Deputy Foreign Minister 
Alexander Nalbandov on December 31 per reftel instructions. 
Given the lack of diplomatic relations with Russia following 
the August conflict, the Russian Embassy did not participate 
in the demarche.  Nalbandov promised to pass on the 
information to the appropriate officials.  Elderenbosch 
delivered a note verbale to Nalbandov from the Embassy of the 
Kingdom of the Netherlands.  Below is the text of the note. 
 
2. (U) Begin text: 
 
The Embassy of the Kingdom of the Netherlands presents its 
compliments to the Ministry of Foreign Affairs of Georgia and 
has the honour to inform the Ministry that the Government of 
the Kingdom of the Netherlands, together with the Government 
of the United States of America and the Government of the 
Russian Federation as Co-Chairs of the Global Initiative to 
Combat Nuclear Terrorism, are pleased to announce that the 
5th Global Initiative Plenary Meeting will be hosted in The 
Hague (the Netherlands).  The meeting is scheduled to take 
place on June 16 and 17, 2009. 
 
The Embassy of the Kingdom of the Netherlands avails itself 
of this opportunity to renew the Ministry of Foreign Affairs 
of Georgia the assurances of its highest consideration. End
