Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftels requested Post-shipment verifications to determine the 
legitimacy and reliability of the end-user, Autex Ltd., Moscow, 
Russia. The company is listed on two (2) BIS license applications, 
both NLR: as the ultimate consignee of one ADZU-HPUSB-ICE, machine 
parts and electronic devices and components; and one VDSP for tiger 
sharc pc, full tools set and electronic devices and components. 
These items are controlled for national security, missile 
technology, nuclear proliferation and anti-terrorism reasons under 
ECCN 3A001. The licensee is Analog Devices, Route 1 Industrial Pk., 
P.O. Box 91, Norwood, MA 020629. 
 
3. On January 22, 2009, Export Control Attach Peter Liston and LES 
Natalya Shipitsina conducted the requested post-shipment 
verifications with Autex Ltd., Profsoyuznaya st., 65, Moscow, 
Russia. The export control team met with Alexey Kirpichnikov, Vice 
President, and Irina Petrukhina, Sales Director. 
 
4. Autex Ltd was founded in 1991 as a branch of the Institute of 
Control Science whose main activities are the development of special 
mathematical algorithms (including cryptographic algorithms) and 
microprocessor system designing.  Autex Ltd is now a 100% privately 
held company specializing the manufacture of printed circuit boards 
(PCB) and semi-conductors.  Autex Ltd still maintains office space 
and secure storage facilities inside the Institute of Control 
Science in Moscow.  Autex Ltd has 27 employees, has no Russian 
government contracts or funding and does not supply any of its 
products to the Russian military.  According to Alexey Kirpichnikov, 
Autex Ltd does approximately $7 million in annual sales.  He stated 
that Analog Devices, the licensee in reftel, accounts for 60% of 
their business revenue.  The export control team was given a tour of 
their facilities and secure storage areas.  Autex Ltd stores their 
entire Analog Devices inventory in locked, secure safes with limited 
access. 
 
5. The commodity in reftel USDOC 07163 was received by Autex Ltd in 
2006 and according to a commercial invoice was sold on the Russian 
market to Rodnik Soft.  The commodity in reftel 07162 was received 
by Autex Ltd 2007 and according to a commercial invoice was sold to 
the Moscow Institute of Engineering Technique (MIET). 
 
6.  The export control team found no inconsistencies or evasiveness 
on the part of the Autex Ltd representatives.  The reftel 
commodities are consistent with the operations of Autex and they 
have a long history of doing business with Analog Devices of Norway, 
MA.  Autex Ltd indicated that they supply Analog Devices with a 
weekly end-user report that can be obtained from Analog Devices if 
needed. 
 
7. Recommendations: Post recommends Autex, Ltd, Moscow, Russia as a 
reliable recipient of sensitive U.S. origin commodities.
