Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a Post-shipment verification to determine the 
legitimacy and reliability of the end-user, Ton Ltd., Moscow, 
Russia. The company is listed on BIS license application D393970 as 
the ultimate consignee of one thermal eye X200XP, a hand-held 
uncooled thermal imager. This item is controlled for national 
 
security reasons under ECCN 6A003. The licensee is L3 Communication 
Corporation, Infrared Products, 13532 N. Central Expressway, M.S. 
37, Dallas, TX 75243. 
 
3. The Export Control Team initiated contact with Oleg Titov, 
Director of Ton Ltd, in September 2008, shortly after receiving the 
PSV cable seeking a meeting to conduct the PSV.  Titov was advised 
at that time of the Department of Commerce, Bureau of Industry and 
SecurityQs regulations regarding the importation of sensitive U.S. 
commodities.  However, Titov proceeded to stall and ignore the ECOQs 
repeated requests for a meeting.  Between September and December 
2008 the ECO made contact with Titov on at least 10 separate 
occasions.  Each time Titov refused to arrange a time and place for 
the EUC. 
 
4.  The ECO made one final call to Oleg Titov on December 22, 2008. 
LES Natalya Shipitsina spoke with Titov, who again refused to meet 
with the Export Control Team.  Titov stated at that time that the 
equipment is in Sochi.  Titov gave the ECO the contact name and 
number for his colleague, Arthur (LNU), in Sochi who is alleged to 
have the subject reftel commodity.  LES Shipitsina contacted Arthur 
(LNU), who also refused to meet with Export Control team, stating 
that he didnQt see any reason for the meeting. 
 
5. Recommendations: Post cannot/cannot recommend Ton Ltd as a 
reliable recipient of sensitive U.S. origin commodities.
