Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (U) Portugal plans to sign on as a founding member of the 
International Renewable Energy Agency (IRENA) at its launch 
in Bonn on January 26 and 27.  Portugal's delegation will 
include Jose Manuel Perdigoto, head of the Directorate of 
Energy and Geology (DGEG), DGEG deputy Bento Morais Sarmento, 
and Christina Muniz of the Ministry of Foreign Affairs. 
 
2.  (U) Muniz said renewable energy is key to Portugal's 
economic development plans and Economy Minister Pinho, who 
leads GOP energy policy, was convinced Portugal must 
participate, despite IRENA's overlap with the International 
Energy Agency.  Portugal would have preferred there be more 
definition of member cooperation in the new agency, but with 
the founding meeting scheduled in January the GOP determined 
it is critical to participate in the important discussions at 
the organization's launch.
