Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (U) PolMilOffs met with Dr. Davood Moradian, senior policy 
advisor to the Minister of Foreign Affairs, on January 18, 
2009 to convey, inter alia, the news that the President 
recently signed the instrument of ratification for the 
U.S.-IAEA Additional Protocol (reftel). 
 
2. (U) Moradian welcomed the demarche, noting that the U.S. 
action set a good precedent for other nations to also sign. 
He emphasized that Afghanistan had already signed the 
Additional Protocol. He thanked PolMilOffs for keeping the 
MFA updated on the latest U.S. policy decisions.
