Understanding cables
Every cable message consists of three parts:

2. (SBU) SUMMARY:  Mission responded positively to ref C/ref 
A request for Leahy vetting of the Indonesian Marine Police. 
There are no reports or allegations of gross human rights 
violations committed by the Indonesian Marine Police or the 
commander of the unit.  END SUMMARY. 
 
3. (SBU) Mission received the original request (ref C) for 
Leahy vetting of the Indonesian Marine Police for the 
purchase of U.S. equipment financed by the Export-Import Bank 
of the U.S. (Ex-Im) and responded positively (ref B).  In 
November 2008, the Department cleared the Indonesian Marine 
Police and its unit commander for a separate training program 
(ref D).  That clearance remains valid at this time.
