Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. At the direction of the Office of Enforcement Analysis (OEA) of 
the USDOC Bureau of Industry and Security (BIS), Export Control 
Officer Philip Ankel (ECO) conducted a pre-license check (PLC) at 
Intertek Testing Services Hong Kong, 6/F, Garment Centre, 576 Castle 
Peak road, Hong Kong (Intertek).  The item in question is an Agilent 
7500cx ICP-MS. This item is classified under export control 
classification number (ECCN) 3A233 and is controlled for nuclear 
nonproliferation (NP) reasons.  The license applicant is Agilent. 
 
3.  Intertek provides various testing services on a worldwide basis 
in a range of fields including textiles, toys, electronics and 
others.  Intertek has a global network of over 1000 laboratories in 
110 countries throughout the world.  The Hong Kong offices of 
Intertek at the Garment Centre comprise at least eight floors of the 
large building.  More information can be found at www.intertek.com. 
 
 
4.  On January 22, 2009, ECO visited the Intertek and met with Mr. 
Marco Chan, Manager, Chemical Laboratory, Consumer Goods. He 
cofirmed that Intertek had ordered the item in question from 
Agilent's Hong Kong distributor, Tegent Tchnology.  The new item is 
being purchased to aument an existing testing unit to increase 
capaciy.  This section of Intertek tests various toy, fod and 
textile samples from clients for heavy metas.  Mr. Chan was open 
and cooperative and providd purchase order and other documentation 
confirming the purchase. 
 
5.  Based on the information noted above, ECO believes that Intertek 
is a suitable recipient of U.S. origin controlled technology.
