(U) THIS CABLE IS SENSITIVE BUT UNCLASSIFIED AND NOT FOR INTERNET 
DISTRIBUTION. 
 
1.  (SBU) On January 29, 2009, ESTH Counselor delivered to the 
Ministry of External Relations (MRE), Division for the Sea, 
Antarctica and Space, the diplomatic note (no. 49), per REFTEL, 
agreeing to the Brazilian proposal that the U.S.-Brazil Framework 
Agreement on Cooperation in the Peaceful Uses of Outer Space be 
extended for one year through January 31, 2010.  Previously, the 
Government of Brazil had delivered to Post a diplomatic note 
(DMAE/CGEUC/DAI/01/MESP BRAS EUA) dated January 5, 2009, proposing 
such a one-year extension.  Copies of both notes (and an informal 
translation of the Brazilian note) have been sent to OES/EGC and 
WHA/BSC. 
 
2.  (SBU) An informal translation of the Brazilian note proposing 
the extension and the text of the USG response accepting the 
proposal are provided below:

Mr. Ambassador, 
 
I have the honor to refer to the Framework Agreement between the 
Government of the Federative Republic of Brazil and the Government 
of the United States of America on Cooperation in the Peaceful Uses 
of Outer Space, signed in Brasilia, on the first day of March, 1996, 
which was extended until January 31, 2009, through the exchange of 
Notes. 
 
2.  In that respect, I propose that the Framework Agreement, in 
accordance with Article 13, be extended for another year, until 
January 31, 2010. 
 
3.  If the proposed extension is acceptable to the Government of the 
United States of America, this Note and the note from Your 
Excellency in which acceptance is expressed will constitute an 
agreement between our Governments for the extension of the 
aforementioned Framework Agreement, which will go into effect on the 
date of the Note with the response from Your Excellency. 
 
4.  I would like to take this opportunity to renew to you the 
assurances of my highest consideration.

Excellency: 
 
I have the honor to refer to your note DMAE/CGEUC/DAI/01/MESP BRAS 
EUA, dated January 5, 2009, proposing that the Framework Agreement 
Between the Government of the United States of America and the 
Government of the Federative Republic of Brazil on Cooperation in 
the Peaceful Uses of Outer Space, signed at Brasilia March 1, 1996, 
as extended (hereinafter referred to as "the 1996 Agreement"), be 
extended for an additional year, through January 31, 2010, 
consistent with Article 13 of the 1996 Agreement. 
 
I am pleased to recognize the significant achievements in 
cooperative activities in space of the two Governments under the 
1996 Agreement, and to express the desire of the United States that

Accordingly, on behalf of the Government of the United States of 
America, I have the honor to accept your proposal and to confirm 
that your note and this note in reply constitute an agreement to

31, 2010, and that the agreement enters into force on the date of 
this reply note.
