Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (U) Poloff delivered Ref A and Ref B to MFA Deputy 
Division Head for European Security and Defense Policy (ESDP) 
Jens Beikuefner, who noted that MFA already had received the 
draft communiqu and proposed agenda from the German 
Permanent Mission to the UN.  MFA Division Head for ESDP 
Kampmann later confirmed that Germany mainly was working 
through New York and Washington to prepare for the inaugural 
meeting, but thanked post for the proposed focus areas, which 
MFA had not seen before.
