If you are new to these pages, please read an introduction on the structure of a cable as well as how to discuss them with others. See also the FAQs

Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

SUBJECT: FAREWELL MESSAGE FROM A/S DAVID WELCH TO TUNISIAN
MINISTER OF DEFENSE KEMAL MORJANE

 1. Please deliver the following message from NEA Assistant
Secretary David Welch to Tunisian Minister of Defense Kemal
Morjane at an appropriate time. The State Department does
not plan to release the text of the message but has no
objection if the Government of Tunisia wishes to do so.
There will be no signed original.

2. Begin text:

Dear Mr. Minister:

After a long and extremely rewarding career with the Foreign
Service, I will retire from the U.S. government on December
19. It has been a pleasure to work with you to advance our
bilateral relations.

Thank you for your contribution to the advancement of
military cooperation between the Tunisian Republic and the
United States of America. The twenty-third U.S.-Tunisia
Joint Military Commission meetings in May of this year were
successful due in large part to your leadership and to the
respect we share for one another.

It is my sincere hope that you, your family, and the people
of Tunisia experience health, happiness, and prosperity, now
and in the years ahead.

Sincerely,

David Welch

END TEXT.
