Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (U) In response to reftel, the September 24 Blue Lantern visit, 
and resulting correspondence, Post conducted additional interviews 
with recipient company CBC-Brazilian Ammunition Company to discuss 
import license 050045617.  Post is satisfied from the site visit as 
well as the answers to the resulting questions that the company 
received the items, the items used were consistent with the license 
request, and that the company has control over the items and their 
disposal. 
 
2.  (U) According to Alexandre Vigano of the import department of 
CBC, the company is the end user of the 0.50 caliber test barrels. 
These barrels are used in the testing of ammunition, are kept in a 
secure facility, and are destroyed at the end of their useful life. 
The company Magtech is the US representative of CBC.  Vigano stated 
that the following countries are the recipients of this ammunition 
over the last three years:  the United States, Germany, Argentina, 
Canada, Chile, Estonia, the Philippines, Holland, England, Italy, 
Latvia, Malaysia, Panama, Peru, Portugal, Czech Republic, Romania, 
Singapore, Sweden, and Uruguay.
