Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Title - The BRICS now start to decelerate strongly 
 
Editorial in economic newspaper Valor Economico (12-11) says: 
"...The development of the financial crisis showed the limits of 
theories that pointed out to an economic global schizophrenia, with 
the countries that form half of the world's GDP plunged in recession 
and the emerging countries, the other half, escaping with health 
from the contagion.  The BRICS are certainly in better form than the 
developed countries to face a deceleration, but left behind their 
best memorable performances.  If the cause for the joint 
deceleration of the emerging countries is common, the differences on 
the policies adopted to face the peculiar difficulties will dictate 
the greater of lesser degree of adaptation to one of the worst 
crises in almost a century." 
 
Title - Anti-crisis arsenal 
 
Editorial in liberal Folha de S. Paulo (12-11) comments: "...In the 
sequence of solutions that were proposed during this collapse [the 
economic crisis], now is the promise of President-elect Barak Obama, 
of a gigantic package of public expenditures in infra-structure.  It 
is not enough to avoid a run on banks, or assure conditions for the 
circulation of credit.  One can conclude that in the U.S. the 
government needs to realize, itself, that it needs to make the 
expenditures that consumers and companies refuse to make.  In a few 
months, a whole arsenal of measures painfully learnt during the 
years of the 1929 crisis was put into practice.  More it is not yet 
known."
