1.  (SBU)  On December 24, Dutch Deputy Head of Mission Erik 
Boer, Russian Deputy Chief of Mission Dimitri Trasimov, and 
Deputy Pol/C Kurt van der Walde jointly delivered reftel 
announcement about the upcoming fifth Global Initiative 
meeting in The Hague to Department of Foreign Affairs and 
International Trade Director General for International 
Security Donald Sinclair.  Sinclair reiterated Canada's full 
support for the meeting and for all collective efforts to 
combat WMD, and offered Canada's assistance with speakers and 
other issues, as desired.  He confirmed that Canada will send 
a strong delegation to the meeting, and expressed the hope to 
review the agenda soon. 
 
2.  (SBU)  Sinclair added that Canada views the Global 
Initiative as an "important and helpful adjunct" to the 
Non-Proliferation Treaty Review Conference in 2010, the 
success of which Canada will work to ensure.  He underscored 
that Canada spends a "great deal of money and resources" to 
combat WMD, and singled out the close partnership with the 
U.S. in this effort.
