Understanding cables
Every cable message consists of three parts:

Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (U) On December 10, PolCouns delivered demarche (reftel) on 
U.S. designation of Iran-O-Hind Shipping and handed over 
nonpaper to Ministry of External Affairs (MEA) Joint 
Secretary for Pakistan, Afghanistan, and Iran Division, 
T.C.A. Raghavan.  Raghavan had no initial immediate reaction. 
 Post will follow up with the GOI and report on any official 
response received.
