Understanding cables

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel requested a Pre-license check to determine the legitimacy 
and reliability of the end-user, NII PM FGUP QTSENKIQ, Moscow, 
Russia. The company is listed on BIS license application D406258 as 
the ultimate consignee of Radiation Hardened MSOFETS. These items 
are controlled for national security (NS) and anti-terrorism (AT) 
reasons under ECCN 9A004. The licensee is International Rectifier 
Corporation, 233 Kansas Street, El Segundo, CA  90245. 
 
3. Beginning on November 5, 2008 through December 11, 2008, The 
Export Control Attach office Moscow made numerous attempts to 
arrange a meeting with the General Manager of NII PM FGUP QTSENKI 
through the POC in reftel in order to conduct the PLC. In addition 
to repeated calls, the ECO office sent facsimile correspondence 
requesting a meeting.  Each time the ECO office was told that we 
will be contacted soon and to date, no follow-up has occurred. 
 
4. Recommendations: Post cannot/cannot recommend NII PM FGUP 
QTSENKIQ, Russia, as reliable recipients of sensitive U.S. origin 
commodities. It is requested that post be notified of final 
disposition of the application, and of any shipments for this 
organization in order to conduct appropriate FCS follow-up and 
statistical reporting.
