Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. Reftel 1 requested a Post-shipment verification to determine the 
legitimacy and reliability of the end-user, Arveka UAB, L. Stuokos 
Guceviciaus 9-6, Vilnius, Lithuania. The company is listed on BIS 
license application: NLR as the ultimate consignee of one (1) M3 
tactical illuminator, and two (2) M6tactical illuminators.  ECCN 
0A987. Controlled for fire-arms convention (FC), crime control (CC) 
and UN sanctions (UN) reasons. The exporter is Insight Technology, 
INC., 3 Technology Drive, Londonderry, NH  03053. 
 
3. On December 3, 2008, Export Control Attach Peter Liston 
conducted the requested post-shipment verification with Arveka UAB, 
L. Stuokos Guceviciaus 9-6, Vilnius, Lithuania. The export control 
officer met with Egidijus SkuZinskas, Managing Director and 
Andzelika Skuzinskiena, Marketing Manager at their office. 
 
4. Arveka UAB (LLC) was founded in 1994 as a privately held Limited 
Liability Corporation.  Arveka UAB has 12 employees and owns the 180 
square meter office where their operations are located.  Arveka UAB 
is a supplier of specialty goods for Law Enforcement, Military 
institutions and private security companies.  Arveka UAB owns two 
subsidiary companies, Defensa UAB, established in 2004 to operate 
exclusively in the field of goods that require special licenses, 
i.e., weapons and weapon parts; and Svtyurys UAB, which operates in 
the sale of the outdoor goods market, ATVQs, motorcycles, helmets, 
etc.  Arveka Group represents the following companies in Lithuania: 
ITT Industries, Glock, BAE Systems, L3 Communications, Centigon, 
Steiner, Insight, Protecop, Dynasafe, Danthern, Ulbrichts, Broco, 
Carinthia, Bates, Sickinger, Termoswed, R.U. Ready, and Bolle. 
 
5. Arveka GroupQs primary clients within the Lithuanian government 
are the Lithuanian Ministry of National Defense, Lithuanian Armed 
Forces, Lithuanian Army Special Forces, Lithuania Air Forces, 
Lithuanian Police Department and their Special Ops Departments, 
Lithuanian VIP Protection Department and Lithuanian Border Guard 
Service. 
 
6. Arveka UAB is a registered ITAR Broker with the U.S. Department 
of State and is a member of TRACE International. 
 
7.  Arveka UABQs business location is protected with an electronic 
and centrally monitor alarm system.  In addition, Arveka UAB has 
installed a high end, air ventilated locking safe-room for the 
storage of munitions item which is required by the government of 
Lithuania. 
 
8.  The commodities subject to this PSV were sold under contract to 
the Lithuanian National Police.  Arveka UAB provided ECO Liston with 
copies of the invoices and sales contract.  These documents will be 
placed in the PSV file at post. 
 
 
 
9. Recommendations: Post recommends Arveka UAB, L. Stuokos 
Guceviciaus 9-6, Vilnius, Lithuania as reliable recipients of 
sensitive U.S. origin commodities.
