Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  (U) On December 10, Econoff and USDA/APHIS Rep delivered 
reftel demarche to Martin Agenor, Deputy Director of the 
Phytosanitary Department in the Nicaraguan Ministry of 
Agriculture and Forestry (MAGFOR). MAGFOR represents the GON 
on matters related to the Lacey Act and the export of plants 
and plant products.  Agenor reacted positively to the 
demarche and said that the Lacey Act amendments would benefit 
Nicaragua in the long run.  Agenor promised to distribute our 
points to appropriate agencies within the Government of 
Nicaragua. 
 
2.  (U) Per reftel, FCS and FAS representatives at post have 
been provided demarche points to share with their contacts as 
appropriate.
