Understanding cables

1. (U) Sensitive but Unclassified -- Please handle 
accordingly. 
 
2.  (SBU) SUMMARY:  Mission possesses no credible information 
of gross violations of human rights by the Indonesian Marine 
Police or its unit commander.  END SUMMARY. 
 
3.  (SBU) On November 10, the Department cleared the 
Indonesian Marine Police Unit and its unit commander for a 
separate training program.  Under current rules, this 
clearance is valid for one year (ref C).  Thus, this 
clearance given in November remains valid for both the unit 
and commander at this time.  (Note:  The Indonesian National 
Police have proposed purchasing U.S. equipment using 
financing from the Export-Import Bank of the U.S.  The 
Indonesian Marine Police will be the end users of the 
equipment.) 
 
4.  (SBU) Per the Leahy Amendment and Foreign Assistance Act, 
the Department has cleared the following unit and individual 
and that clearance remains valid:
