Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  (SBU) Germany will participate in the Fifth Global 
Initiative.  EconOff met with Marc Hinrichsen, German MFA POC 
for the Global Initiative, as well as Dmitri Cherkashin, 
First Secretary of Russia's Embassy Berlin.  Hinrichsen 
stated that Ambassador Viktor Elbling will likely represent 
Germany.  Hinrichsen also thanked the hosts and organizers 
for the generous advance notice of the meeting, stating that 
it allowed maximum flexibility in planning.
