Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (U) Sensitive but unclassified. Not for internet

2. (SBU) Econ counselor delivered reftel talking points 
December 11 to Babur Girgen, Head of the Afghan-Pakistan 
Department at MFA. Girgen said having a fixed date for the 
conference was the most important factor to ensure the 
participation of the Turkish Foreign Minister.  The Turkish 
Embassy in Washington had informed MFA early last week that 
the conference was being rescheduled to the week of January 
12, but on Friday December 5 reported that it was being 
postponed until February. The lack of a confirmed date makes 
it impossible to put the conference on the Minister's  travel 
schedule. 
 
3. (SBU) Girgen said the GOT has not yet decided whether it 
would make a pledge at the donors conference or what amount 
it might pledge.  No decision is likely until a conference 
date is set.
