Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

the September 2008 Proliferation Security Initiative 
Operational Experts Group (OEG) meeting (Paris) to Moroccan 
Ministry of Foreign Affairs Chief of Security and Disarmament 
Affairs Bouchaib Eloumni who agreed to foward to the 
appropriate authorities and agencies within the GOM.
