If you are new to these pages, please read an introduction on the structure of a cable as well as how to discuss them with others. See also the FAQs

Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

     B. STATE 123493

1. Poloff raised ref A points regarding resolutions on Israel
debated in the UN General Assembly (UNGA) each fall with
Jacques Renand Cherduville, Political Director of the Haitian
Ministry of Foreign Affairs, on November 21. (Note: Haiti
voted for the three U.S.-opposed resolutions referenced in
the demarche last year. End note.) Cherduville said he
could not guarantee the Haitian delegation would vote against
the three resolutions concerning anti-Israel UN bodies, and
added that Haiti's votes on the resolutions would be
determined by the Minister of Foreign Affairs in consultation
with the President and Prime Minister. He promised to relay
USG concerns regarding the resolutions to the Minister and to
the Haitian delegation in New York.

2. Poloff also thanked Cherduville for Haiti's co-sponsorship
of the resolution on compliance (ref B) in UNGA's First
Committee this year.
