Understanding cables
Every cable message consists of three parts:

1. (SBU)  Emboffs delivered reftel demarche and talking 
points November 24 to officials at the Council for 
Agriculture and Rural Development (CARD), Council of 
Ministers, and also shared the talking points with officials 
at the Ministry of Agriculture, Forestry, and Fisheries.  Mr. 
Srun Darith, Deputy Secretary General, CARD welcomed the 
Global Partnership for Agriculture and Food (GPAF) proposal, 
stating that it is consistent with Cambodia's Strategic 
Framework for Food Security and Nutrition, and indicated that 
he would share the information on the GPAF principles with 
H.E. Tao Seng Hour, Senior Minister and First Vice Chairman, 
CARD.  We will continue to liaise with our French and UK 
counterparts as to how to engage the RGC on the GPAF.
