Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1.  (C)  The Ambassador phoned Acting Foreign Minister 
Ricardo Duran November 18 to reinforce the demarche from 
reftel A, which had already been delievered to working level 
MFA contacts as reported in reftel B. PolOff subsequently 
contacted Director General for International Organizations 
Delia Villamonte to further explain the demarche, and 
reinforce the message. Acting FM Duran called the Ambassador 
on November 19 to report that he had contacted the Panamanian 
mission to the UN, and delivered instructions to oppose the 
no-action motions, and to support the underlaying resolutions 
in Iran, Burma and DPRK. He reported that Panamanian 
Ambassador to the UN Ricardo Arias understood his 
instructions, and would carry them out.
