Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel requested a Pre-license check to determine 
the legitimacy and reliability of the end-user, OOO - 
STC and ELIM-TLT (OOO - STC), St Petersburg, Russia. 
The company is listed on BIS license application 
D403783 as the ultimate consignee of 1000 analog to 
digital converters with a resolution of more than 14 
BIT with an output rate greater then 2.5 million words 
per second. These items are controlled for national 
security (NS) and nuclear non-proliferation (NP) 
reasons under ECCN 3A001. The licensee is Future 
Electronics Distribution Center LP, 4510 Old Airways 
Blvd., Southhaven, MS  38671. 
 
3. On November 13, 2008, Export Control Attach Peter 
Liston and LES Mikhail Minkevitch conducted the 
requested pre-license check at the lobby of the 
Kempinski Hotel, St Petersburg, Russia. The export 
control team met with Yuriy Mikhailovich Yanshin.

4. OOO - STC (Special Technology Center) is a 
privately held company that was established in 2001. 
It is 100% Russian owned with no foreign interests and 
the company sells their product solely on the Russian 
market.  OOO - STC has approximately 120 employees and 
nets about 25 million Rubles annually.  Yanshin stated 
that OOO - STC has a production facility on the 
outskirts of St Petersburg where the 1000 analog to 
digital converters will be stored, secured and 
assembled into stationary and mobile base radio band 
transmitting units for which OOO - STC is Certified by 
the Russian government and holds a pattern for the 
product (copy of Certificate and Pattern License will 
be filed with PSV). 
 
5.  Yanshin indicated that OOO - STC has an exclusive 
contract with Radiochastotnaya Sluzhba (Radio 
Frequency Center), the Russian equivalent to the U.S. 
Federal Communications Commission (FCC), to produce 
the mobile and stationary frequency units. 
 
6.  Yanshin indicated that he is the responsible 
official within OOO - STC for the security of the 
analog to digital converters and has acknowledged the 
licensing requirements and restrictions placed upon 
the devises by BIS. 
 
7.  OOO - STC does appear to have the commercial 
viability to make the purchase.  They have sufficient 
staff, skill and resources to produce the end product 
with the analog to digital converters.  They have a 
legitimate need for the technology and a legitimate 
end use. 
 
8. Recommendations: Post recommends OOO - STC and 
ELIM-TLT, St Petersburg, Russia, as reliable 
recipients of sensitive U.S. origin commodities. It is 
requested that post be notified of final disposition 
of the application, and of any shipments for this 
organization in order to conduct appropriate FCS 
follow-up and statistical reporting.
