Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel 1 requested a Post-shipment verification to 
determine the legitimacy and reliability of the end- 
user, Ministry of Health of Tatarstan Republic, Kazan, 
Russia. The company is listed on BIS license 
application: NLR as the ultimate consignee of One 
Thermotracer model TH9100SL with standard infrared 
camera model TH7700, and other measuring or checking 
instruments.  ECCN 0X000. Controlled by the Department 
of Export Administration. The exporter is Mikron 
Infrared Incorporated, 16 Thornton Road, Oakland, NJ 
07436. 
 
3. On October 31, 2008, Export Control Attach Peter 
Liston conducted the requested post-shipment 
verification with the Ministry of Health of Tatarstan 
Republic, Kazan, Russia. The export control officer 
met with Farida Fatykhovna Yarkayeva, Deputy Minister 
for the Ministry of Health, and Vladimir Alexandrovich 
Trifonov, Deputy Head, Territorial Administration of 
the Republic of Tatarstan. 
 
4. The Ministry of Health of the Tatarstan Republic 
advised the reporting ECO that they purchased the two 
Mikron infrared thermotracers, model TH9100Sl for use 
at the Kazan airport.  The cameras will be used to 
detect variations in the body temperature of arriving 
and transiting passengers, especially during the 
Muslim pilgrimage travel to Mecca.  The ministry 
stated that only one camera is in operation at the 
airport that this time and the other one is stored as 
a back-up and is locked in the office of the Federal 
Service for Surveillance.  ECO Liston was shown this 
camera and noted the serial number as: 6031153.  ECO 
Liston was then escorted to the international arrival 
terminal at the Kazan airport where the operational 
thermotracer is in use.  ECO Liston observed the 
operation of the camera by Ministry of Health 
personnel and noted the serial number of the camera 
as: 6031145.  ECO Liston was advised that when the 
operational thermotracer is not in use it is locked 
and stored within the Ministry of Health's office at 
the airport. 
 
5. ECO Liston advises that the subject commodity is 
located at the consignee's facilities.  The entire 
shipment is accounted for.  The equipment is being 
used for the end-use for which it was licensed.  There 
are no indications of impropriety. 
 
6. Recommendations: Post recommends the Ministry of 
Health of Tatarstan Republic, Kazan, Russia as 
reliable recipients of sensitive U.S. origin 
commodities.
