Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1.  (SBU) Post delivered reftel demarche to various contacts 
in the MFA and Ministry of Industry, Tourism and Trade. 
Alejandro Alvargonzalez San Martin, who covers Iran in the 
MFA's Office of Bilateral Economic Relations with Developing 
Countries, told Econoff November 3 that he fully agreed with 
our demarche and was not aware of any plans by any GOS agency 
to send a representative to the November 30 International 
Conference on Nuclear Power Plants, Environment, and 
Sustainable Development hosted by Iran. 
 
2.  (SBU) Francisco Arana Landa, Deputy Director General for 
Nuclear Energy at the Ministry of Industry, Tourism, and 
Trade (MITyC) told Esthoff that MITyC has no plans to send a 
representative to the Iran meeting.  After following up with 
MFA, Arana reported that MFA is also not planning to send 
anyone.  On November 4, Carlos Torres, Counselor for Nuclear 
Non-Proliferation and Disarmament at the MFA, likewise 
confirmed that Spain would not be attending.
