Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (U)  Below is text of congratulatory letter addressed to 
President-elect Obama from Ukrainian Regions Party Leader 
(and former PM) Viktor Yanukovych:

Dear Senator Obama: 
 
Accept my sincerest congratulations in connection with your 
convincing victory at the Presidential Elections in the 
United States of America. 
 
The results of the people's will is the proof of high trust 
that the American people expressed to you personally and to 
the course, chosen by you and aimed to carry out imminent in 
society basic changes.  Just the acknowledgment by the 
American people of the necessity to introduce systemic 
changes has become a token of your success as the personality 
capable to implement the challenging tasks. 
 
I am convinced that your being in the high office will 
promote, also the deepening of strategic partnership between 
our countries, further development of practical mutually 
beneficial cooperation between Ukrainian and American peoples 
in all spheres. 
 
I wish you, dear Mr. Obama, successes in your responsible 
state activity and new achievements for the benefit of 
friendly American people.
