Understanding cables

(SBU) On November 26, Emboff conveyed the U.S. request for 
Nepal to oppose, abstain, or be absent from votes on 
resolutions with anti-Israel bias at the UN General Assembly 
as per reftel to Rita Dhital, Section Officer for UN and 
International Organizations at the Ministry of Foreign 
Affairs.  Post will report septel should the MFA inform us of 
any change to Nepal's general practice to abstain or be 
absent from votes.
