Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (U) In response to reftel, Econoff conducted a phone interview 
with Dr. David Park who is the CEO of Geospatial Research Centre 
(GRS).  The Embassy's RSO local investigator also conducted an 
on-site visit and met with Dr. Park.  Our site visit confirmed that 
GRC's offices are located at 20 Kirkwood Ave, Christchurch which is 
an office complex physically located close to the University of 
Canterbury's campus which is the organization with whom GRC 
contracts to perform research.  GRC's CEO Park indicated that 
company had not yet received the equipment from Honeywell but 
expected the (Blue Lantern) review/interview to be part of required 
clearance before shipment of equipment is authorized. 
 
2. (U) Response to reftel questions are as follows: 
 
--GRC has completed all documentation requested by both Honeywell 
and U.S. State Department as provided to the company to date. 
 
--The United States Military Listed (USML) item, i.e. the Honeywell 
Inertial Measurement Unit (HG1700AG) would be secured at GRC 
premises in Christchurch, New Zealand in restricted access room, 
secure cabinet at GRS complex.  Only members of the GRC team and 
those authorized by GRC CEO would be allowed to remove the USML item 
from GRC offices. 
 
--The Inertial Measurement Unit (IMU) will be integrated with a GPS 
receiver to form an integrated GPS/INS navigation sensor.  The IMU 
will be used to conduct business in the areas of positioning, 
surveying and geodesy.  The IMU will be used for civilian 
applications only. 
 
--GRC will retain positive control over the inertial measurement 
unit at all times.  GRC will NOT be leasing the system to any 
external parties. 
 
--The Inertial Measurement Unit will NOT be taken outside of New 
Zealand. 
 
--GRC was incorporated under the New Zealand Companies Act 1993 on 
12 October 2006 (NZ Company Number 1873804). GRC has four 
shareholders: 
 University of Canterbury (NZ) 
 University of Nottingham (UK) 
 Canterbury Development Corporation (NZ) 
 Dr David Park CEO GRC (NZ) 
 
--The Geospatial Research Centre (GRC) is a New Zealand based, 
University owned, company providing research and consultancy 
services in the fields of geo-referenced sensors and data 
integration (with particular expertise in positioning and 
orientation, image analysis, data visualization and electronics). 
GRC does NOT serve as a broker 
 
--GRC has secured contract work from a range of companies and 
government organizations in the US, UK and New Zealand including: 
Google (US), Defense Technology Agency (NZ), Rakon (NZ), Trimble 
(NZ), Sonardyne (UK). 
 
--The company understands the restrictions on USML items, especially 
the prohibition against unauthorized re-transfers and re-exports. 
GRC and its staff understand the restrictions on USML items and have 
NO intention of re-transferring or re-exporting the item.
