SUBJECT: VETTING REQUEST FOR PARTICIPANTS OF NATO-RUSSIA 
GENERAL TRAINING COURSE TO BE HELD FROM NOVEMBER 11 - 26 IN 
RUSSIA. 
 
¶1. (SBU) This is an action request cable.  See paragraph 3. 
 
¶2. (SBU) NATO's International Staff has provided the list 
below of participants for the NATO-Russia General Training 
Course to be held at the Domodedovo Centre of the Russian 
Federation in Russia from November 11-26, 2008.  Afghanistan 
is also expected to participate, but has not yet submitted 
its list of candidates.  Upon receipt of Afghan candidates, 
post will send an additional action request. 
 
¶3. (SBU) ACTION REQUEST: Post requests the appropriate 
vetting be conducted on the proposed list of participants in 
paragraph 4 pursuant to the Leahy Amendment.
