Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. This is an Action Request.  See paragraphs 2-5. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Embassy's assistance in 
conducting a post-shipment check on license 050103199 for the 
export of Container Delivery System (CDS) kits, (a.k.a. 
airdrop equipment), to the Indonesian Air Force via 
Singapore.  Posts are requested to complete this Blue Lantern 
check within 45 days.  Lack of response to a Blue Lantern 
check will affect pending and future licenses involving 
parties to this license. 
 
3. Reason for request:  Triple XS, unfamiliar foreign 
consignee in Singapore. 
 
4. ACTION JAKARTA: Embassy is requested to make inquiries 
with appropriate Indonesian Air Force (IAF) officials to 
determine if it has received the airdrop equipment and that 
the articles are being used for the purpose stated on the 
license. POC for the IAF is Pardi Yusuf, Air First Marshal, 
Chief of Air Force Procurement Service, TEL: 62-21-871-4504, 
Reference Number: B/457/1/2008/DISADAAU dated January 24, 
2008.  END ACTION JAKARTA. 
 
5. ACTION SINGAPORE: Department requests that Embassy conduct 
a site visit to Triple XS (TXS) in order to verify its role 
on this transaction, assess its business operations, and 
general reliability as a recipient of United States Munitions 
List (USML) items.  POC for TXS is M. Ludia Wati, Director, 
TEL: 65-632-99-679, Reference Purchase Order # 
002/CDSA-22/LOI7989/XI/2007 dated November 29, 2007.  The 
following questions are offered as suggested guidance with 
TXS: 
 
- Can TXS provide documentation from the IAF (e.g. purchase 
order, contract, or letter of intent) establishing it as the 
final end user of these items? 
 
- Does the company understand the restrictions on United 
States Munitions List (USML) articles, particularly regarding 
re-export and retransfer? 
 
- What is the company's exact role in these transactions? 
 
- Who are the company's main clients? 
 
If a site visit is not possible, please inform PM/DTCC case 
officer.
